The limit handling (Stellaris)

Good! Turning to local experts. Can anyone suggest where in the game files, you can tweak the Limit handling to regain the opportunity to surf the galaxy stack? Did not found and suitable fashion is not found for version 2.0.2.

open the file look for these lines( the values I have changed).
COMMAND_LIMIT_MAX = 9999 # Max value of Command Limit
COMMAND_LIMIT_BASE = 9500 # Base value of Command Limit
will affect bots. there is a base value of 200 and 20.
