The problem with masturbirovala (Tropico 2: Pirate Cove)

Decided to play an old game, but the game on the sides black bars.
Tried to change screen resolution and run Full Screen Scale, also in the properties tick the Disable display scaling on high screen DPI settings, but nothing helped, this is all on Windows 10. On Windows 7 (same PC) the game started without any bands.
Is there a solution to this problem for Windows 10 or is it related with Windows 10?
Also, the game refuses zapuskatsja on a discrete graphics card NVIDIA.
