Buying the Dlc is the Story of Sam on Steam (Metro Exodus)

I remember how I bought Two colonels for 319 rubles, it is now in the Steam sale. But I don't see Dlc about Sam, available only with Season Pass, all right?
Is the Dlc separately will not be able to buy?
