Friezes (The Witcher 3: Wild Hunt)

The Witcher was on high settings, turned off HairWorks.
Got some money, decided to sell this computer, get a new one.

Decided to continue to play the Witcher 3, put settings on ultra, HairWorks again turned off.
The game is gorgeous, but sometimes the run for example and somewhere in certain places s 61 fps drops to 30 and frieze unpleasant (Las).
At the last comp it was like, from 60 to 45 for example could give, but I freeze and lag was not noticed, sags smoothly.
And then abruptly and so very frustrating, new computer, better vidyuhi, and friezes(
Please tell me what I can do?
Maybe RAM not enough? Although task Manager says the game is 2700 MB + video card allocates for the game 1.6 GB of my memory, which is quite strange. The game is very demanding also.

Not enough RAM, the GPU load drops WMS percent netnet card, just previous your zborkoy was paired toist Intel+Nvidia and now AMD+Nvidia and it is better to reinstall Win

1) of Course You put Windows 10, updated all drivers, motherboard BIOS and turn off energy saving in Windows 10, in section power options.

Start with CPU overclocking. Stupid set the frequency multiplier of the CPU 36 in the BIOS.
Don't forget to tell about the system, energy conservation, installed drivers, updates, BIOS.
So, the memory and RAM are two different ratings. Look at the occupied RAM in total with the game. In General, the monitoring of MSI Afterburner + RTTS (included), submitted to review performance and recorded the time of the frieze (which has changed), the way it was. Better than to guess.

I'm really stunned by the responses, especially about overclocking RAM, fierce delirium, RAM ddr3 1333 Mghz better than dddr4 2400 MHz, what kind of cruel nonsense? How is that even possible?
My brother has the computer to ddr3 1833 MHz, is AMD FX or something, as half of the year is gtx 1080 and it plays in 4K, no problems.
I noticed that he had a card from ASUS, I have a Firing unfortunately, the other card did not have enough money, and the prices are now once again soared.
He card is up to 70 degrees warming up, I consistently holds 80 degrees. I don't think goryachest card somehow will affect the friezes.
Don't understand the advice about overclocking, is it better than that old i5 2400, why would I want to overclock it? I do not have 1080 worth ti here and I don't play in 4K.
About the whole system. I have windows 1709 pro License with all the latest drivers from the official developers official website.
BIOS is the latest.
But all the same I sin on the Videocard, because in the video the fps he was much more than I have now though with HairWorks enabled.

It's because of the rifle. The wood put adaptive and drawdown fps will not fall off 2 times.

so your brother vidyuhi 2 times faster and it is clear that fps a lot more. And in truth go with 1050ти at 1060 (hope for 6 gigs) as it is pointless, although if you have it full of money and they can lose.
