Weapon damage (Far Cry 5)

I would like to discuss this topic, since I got mixed opinions on this issue.
Conducted an experiment on the power towers. Took 2 rifles: AR-CL and MS-16 with armor-piercing bullets. From AR-CL tower exploded with 17 shots, and MS-16 with 21, although the damage is the same.
Then shoot from 10 meters at the elite cultists before their deaths:
- AR-CL - 5 shots;
- MS-16 - 7 shots;
rifle 45/70 - 7 shots, and the gun damage is 20% higher.
Fired single shots.
Maybe it's me that did it, or a pattern. Then what is the point in a variety of weapons, and so little, because it is repeated in each category?

Here is an example.
The same altar next to the bunker of the Dutch.
The same 1911 that on the Dutch.
The destruction of the altar - less than five shots never happened, but I had to change the clip. For example, the scatter of results from 5 to 12 shots.
What the Dutch every time shoved the gun another knockdown? Maybe the cultists altar substitute?
