If you use the mod Better a locational Damage on the nexus for it is the Supplement No Legendary Enemies and Items which removes legendary enemies and a random legendary things with them and fall. It can be found in the Files tab under Optional files category. This is separate from the main plugin and is not likely to require the most fashion BLD.
Also, on the nexus you can find a separate mod for those needs - No More Legendary Enemy Spawns. The description does the same thing, but personally I have not tested so can't say for sure.
