Lag cs go with a gtx 1060

Hey guys, yesterday I set myself a new computer
I5-8400
GTX 1060
I thought now will go to the COP and will be 300-400 fps but I go to the game and I see 30 fps on high. In page on the minimum salary scale of 100, 100-110 FPS (don't know if this is normal).
Is Windows 10, please tell me what to do! (Wood is also supplied)
