fps and response time

Ran the game with the fps monitor. Like 60-80 fps but the smoothness itself is not special. The response time in some games reaches 24ms (could there be a problem?)
Old square monitor (1280 x 1024)
CPU : AMD FX-6300
GPU : GTX 1050TI (connected to the monitor through the adapter VGA-HDMI)
RAM : 8 GB
