Galloping load of the graphics card and CPU

PC features:

Graphics card - AMD RX 560 4 gb

Processor - AMD FX 4350 4.20 GHz

Motherboard - Asus M5A78L-M LX3

RAM - 8GB Kingston ddr3-1333 4GB (2 dice)

Kingston SSD 120gb

470 gb HDD

Windows 10 pro

In the game Fortnite (settings on minimum) processor and the graphics card is loaded on 80-100%.

Every 30 seconds begins to frisii and the load of the graphics card starts to gallop.

And so almost in all games all the posts I looked at I found the problem. Who knows how to solve it?

FX 8000-yy on the basis of the Piledriver overclocking with NB 2600 and memory from 2133 and above. Will help but not much.
It will be easier to switch platforms at least at the primary AM4
