Can't find a new settlement (Frostpunk)

Whether I stupid, whether in the story we will just have to wait, tell me.
Already drive to explore the area, opened the Observatory, refuge, saved from the bears survived. Now the task is to find a new settlement. But on the map there are no marks, I can only Observatory and shelter to send, have already been visited.
Should we send groups to search the surrounding area somehow or just wait for the plot appearance of a label? Or something else?

The bug should be mark down on the map and there you find Winterjam. I stupidly wait in a settlement the person will come and say that in the area all died

Understood.. there's groups of scouts and troops outposts. They are different... And I tried those tasks are not the troops to do....
