Can't choose a project during training. (Sid Meier's Civilization 6)

The fact is that decided to take the course and reaching the moment when we need to combine military unit and a settler and send it to a specified location tip I just can't do it. I am asked to select a project if this button is not active, and the units just can't do or where to go for paved me the way for them to glow red. Tell me this is a bug or I do something wrong?
