click on the specific resident and in the top right menu there is a button Place(or something like that) click on it and then to the dwelling in which you want to move, either through a ban of a class of residents in dome menu, go they either walk between the domes, or on the Shuttle if there is one available(free)

there is another option just to disconnect the dome-you will run and when you run enough closest-to put food
