Correction. At the end of the storyline of the original game. When the town go and talk to a mechanic will give you a choice of 3 Sparrow

There is another way to get it to complete the company. This is to dislodge it from shining chest or sphere (can't remember what they were called long-playing) (which opens at a premium NPC)
