how to change a high Rune ? (Diablo 2)

I had recently Sur ,want to change to 2 Lo.One person agreed but wrote %gul.I refused.What more, such a %gul?He wanted to exchange myself Gul rune ?Divorce ?

Anything above Lo, usually replaced with %. Think about it, how many applications the Lo and Sur runes+

Okay.Damn pissed ,to be honest . and so the runes are scarce.But probably will have to change a fine.And then %gul is adequate % ?
