Where is the workbench AWKCR? (Fallout 4)

Installed this mod, I think, now make weapons. That's just not in Sanctuary nor the red Rocket he has not appeared. Where is he, exactly?

Open the construction menu and like the same place where ordinary shops(armor, weapons...).
