Fly mode option (Surviving Mars)

Doing the mod ( for example universal warehouse on the 1000), I go in-game ranks(all normal), but if you exit game and login again then the warehouse becomes the Martian miracle which you can build once. I go into the Mod Editor, remove a Daw with a Miracle of Martian science will be saved but in the game stock still as a miracle and built once. I go back into the Mod Editor, and the checkbox is once again on the Miracle.
And the quantity of materials for the construction itself changes.
What am I doing wrong?
