but seriously , the case is old ? The game came in the 16th year , and still haven't found a solution ?
You can play on ultra settings everything is fine ,but the computer game is crap and it is very annoying

I have no idea, you didn't even specify what is your video card. Comes to mind except to switch the directX to 11 or 12 and see, will change anything. Or turn off different graphical settings to figure out the culprit.
