Disable game updates (Fallout 4)

The case when already not happy that you have a license,because the Arbor constantly writing updates for your Creation Club,in the end, every time you have to update some of the mods that require the Fallout 4 Script Extender,and actually this extension.

Before steam was an option to disable game updates,then why is it removed,which is very bad,but is there another way around this situation,go to the properties of the game,then the updates tab,and set the settings to only Update before running, and to Prevent background downloading,so the game will not be updated
