Ultrathene not in battle restores all HP. (Final Fantasy 15)

Guys, what the hell? Ultrathene not in battle restores all HP. Although it should restore full HP. It restores only 300-450 HP. What am I doing wrong?

Do you happen to have dark stripes of life? You incidentally get in a fight, if it is, it will not restore.
