How to add localization for mods? (Stellaris)

Hello, making my mod I have a problem - can't add a location.

So you are not placed correctly the localization, to do this in the folder with the mod to create the localisation folder, in this folder only, create a file permissions .yml to the name, for example, l_russian.yml.
Then start the file with the string l_russian: below are the names and descriptions of the buildings, technology and etc., after adding the :0 and the localization .
An example of localized names and descriptions:

something_cute_bld:0 name of the building
something_cute_bld_desc:0 description"built
something_cute_tch:0 name technology
something_cute_tch_desc:0 a description

The fact of the matter is the path to localization: localisation\English\mss_l_russian.yml

And very localized(it Is essentially a modification of the original technology under the same names):

You have 2 errors in the file name, localization and path, no subfolders can be created. As it should be:
*mod*\localisation\l_russian.yml

1 - subfolders can be created(At least, why in the RLF in the archives so)
2 - NSC name localization - nsc_l_english.yml

(Method with *mod*\localisation\l_russian.yml didn't work)

Did a winter mod, it worked on 2 languages. Encoding to UTF-8 changed?

In Notepad++ it is the default.

In Notepad++ the default is to encode to UTF-8 without BOM, and you just need to Encode in UTF-8.
