Why in the game the flags for factions that don't exist? (Napoleon: Total War)

I just unpacked the data.pack and saw a lot of flags of the factions that are simply not available. For example, I found the flags of the United States, the Iroquois, the Cherokee, Colombia, etc. Here's a look:

It's not all the factions, there is still Dagestan, Virginia, Malta, Mexico, Savoie. I may not be all listed. Personally, I'm in the game not seen campaigns with these factions. Game version: 1.3 + 8 DLC. No mods were not installed. Anyone any suggestions?

only the file's data.pack found the height map, but it extends the whole make-up world.

by the way, why don't you answer?

Most likely the Napoleon was made of the Empire, and the developers must have forgotten (or unwilling) to cut a bunch of useless content, because it is still not available.
