STEAM vs UPLAY

Going to pre-order Far Cry 5. Such questions I have:

1) the Incentive if you bought the game in the CIS, it is only in the CIS and unable to start it. In Uplay as well?
2) If I buy the game the Incentive, I'll be able to start it from Uplay or from Steam only?
