Can't reset skill points (The Witcher 3: Wild Hunt)

So I bought this elixir of purification, put to press F to get on it and nothing happens

In inventory, press E on the bottle

Points(level) will not reset - clears the skill panel.

Points is not the same as level as you indicated. The skill panel is reset, because the skills are reset and return all spent on them talent points.
