The solution to the problem with running on Win 7:
1. Separate download NVIDIA Inspector
2. Run the prog, click the button with the tools and in the open window, moving from folder with the game file Stubbs.
3. Next, under common select and set the extention limit 0x00004844 (there will be)
4. Start stubbs.exe.
It should work.
