3.Turn off your antivirus.
4.Open as administrator.

On the steam forum write that they have the same error, that is, you are not alone.
Wrote that need to remove 2 files in the game folder GL.ini and paul.dll

Shorter helped removal in Bin32 - GL.ini and paul.dll. file (after it asks to insert authentic disk, throwing off the crack to remove that shit - stupid black screen)
Had to pump Bin64 there poubelles with crack it worked)

I solved the problem this way: downloaded the Bin64 folder and threw it in SteamSteamAppsCommonCrysis, then the contents of this folder were copied with replacement in Bin32. Similarly was done for Crysis Warhead and Crysis Wars.
