Red shields (or posters) (Euro Truck Simulator 2)

Good time of day.
Periodically come across in different parts from Volgograd to the UK here are the red posters announcing that there is no textures.
From card Usmap with the Southern Region of the mods of Jazzycat mods and TrafficManiac on traffic.
The graphic and sound mods are missing.
Game license,data of PC in a profile.
What the hell is this,and how to fight it?
