Not enough serums to Battle with red Queen (Vampyr)

Play this game for a long time I can not go there is not enough serum for the Battle with red Queen killed all the inhabitants and have to start over, can you tell me somebody what skills need to be pumped for the battle with the main boss? do I have to kill people to become stronger
