Stripes across the screen in games with sharp movements

Not so long ago bought a new graphics card and new PSU. At first everything was fine. No bands, stable fps. But later fps at times began to sink, and the sharp movements are seen eating the visible band. And even if the fps in the 70-90 area,you'll feel it like 40-50.
!The driver tried to roll back. I cleaned, thermal paste changed. SSD has defragmentarea. On viruses checked. Windows re-installed.
