Non-gaming areas (The Elder Scrolls 5: Skyrim)

The game has reached a level 108 doing side quests, was the quest with Alduin and wanted to be a dragon Slayer ,but it was not there when you try to approach the port in windhelm ,-opening the gate now. The same happens when you try to move from any point to the point nearest the stables ,farm and etc .Formed area NO game. Everything else without problems ,decided to line of vampires.
Question can someone faced with such a phenomenon? Tell me at least the direction of the search .Costs 150 mods SB 19.3 Thorne and a few quest mods.To associate with some sort of mod does not work, they do not change the area of the city of Windhelm.
