Problems with mouse and fps (Tom Clancy's Rainbow Six: Siege)

Good day , I want to share with you my problem. A few months ago , my mouse in the game causeless beginning to lag. During sharp movements the mouse stops for about half a turn , and moves jerkily. Because of this, the Sens are above average I have 3 (!!!) times to move the mouse to make a circle (Space mouse - 25cm). The problem is completely solved by enabling vertical sync on 2 frames , but the fps never rises above 30. When you enable one frame to the mouse works a bit better , the fps is about the same. On top of this the fps dropped dramatically , last summer I could play on high at a stable 60 frames , but now even on medium settings procede to 20-30 fps. Rummaged many forums , changed the config and even reinstalled , but nothing helped. The Internet is not and , in the last year with the same ping everything was normal.
