Where to find the components of level 3? (The Surge)

I think they improved from the second to the third level or or crafted with two tier one two three.

Depends on what location you are,if the location where you the mobs drop items 2 levels respectively, you need to go further in the story to another location,there will be enemies of a higher level and, accordingly, it will be possible to clear the necessary components.
