Uplay works by European-American prices so the price tag they have on all games regardless of region.the incentive pre-order games from yubisoft usually appears a month and a half before release.pre-orders for AC3 and FC3 appeared in incentive somewhere in the middle of October so and pre-order the game will appear around the same time.
