No, it usually helps to just close the game and then load an earlier save game away from the place when this area with the Elevator had not yet been loaded.

You must have little RAM or too many mods , transitions on location, there is not enough memory to save all the scripts , here are the elevators and get off . Often I need you to reboot the game to clear the memory buffer .
