Does not start OBSE (The Elder Scrolls 4: Oblivion)

The message says:
You are using an unknown version of Oblivion. Please go to the website http:\\obse.silverlock.org and make sure you have the latest version of OBSE, then send the message to our e-mail address indicated in obse_readme.txt if sure are using the latest version.
In General, first try to manually update the game to the latest version (find the patch on the Internet), then download the latest version of OBSE.
