Talent Marksmanship (Tom Clancy's The Division)

How does the mechanics of this talent? When I go to type in the head, I get in the status bar buff from this perk. It gives plus damage from impetus only at the end in which I found myself? Or all I am going to hit plus to damage?

The enemy is simply marked,bonus damage to him after marking is not applied (if not the perk Pulse).Technically you mark the target.

well, I have the benefit of momentum. I yuzayu. I now wonder whether this perk at talent accuracy. If the enemy is just pomuchaetsya, this useless. Change then to something else

The principle of operation perk: after being hit in the head with a single, specific goal, it is marked as-would have been marked with the usual momentum, with all the consequences baffle from the usual momentum.
