Weird problem in Prolog (Grand Theft Auto 5)

When we blow up the safe and triggered the sprinkler system from the start come large white stripes which quickly disappear and replace each other. How you can fix the issue?

It artifacts. Arise any problems with the GPU (overclocking also can be referred here) or if the game is shitty optimized.

It occurs only in the GTA. So the problem is not the GPU was.
