Someone tell me what about optimization? (Shadow of the Tomb Raider)

Or does not pull the computer and optimization in the game just gone? In Kuvak-Yak post wild drawdown In the jungle 50-60 FPS and then drops to 25, which is ultra high. Am I the only one?
Config Core i5 3450 3.10 GHz, 8 GB RAM, Gtx 1060 6 GB, HDD 2 TB, Windows 10

i7 3770k, 6gb GTX1060, and most importantly, SSD, 12 gb of operatives, always updated firewood, put everything on ultra, well of course without the RTX, but with Directx 12, the game was completely playable 50-80 fps depending on location.

P. S. operatives add another 8 gigs at least, and percent to upgrade.

I know that I have percent upgrade, but it is such a wild drawdown is that normal? I have to Kuvak Yak below 40 personnel were not on ultra, and it's just awful
