This is definitely not normal.
Using GeForce Experience to try to optimize the game to see if it helps,if the result isn't,remove the driver using Display Driver Uninstaller and put it again.

I deleted and installed the driver, but nothing changed and still not start. In GeForce Experience it it optimized, but again nothing happened.
