SAMP does not support Unicode (UTF-8), which means that text in chat and in server elements is displayed in 8-bit encodings. This screenshot shows the text in Windows-1252 encoding, but the text itself is written in Windows-1251 encoding and means: "The server is full. We repeat the connection ... Connecting to the game ...". To display the text correctly, you need to go to Control Panel, then to "Clock and Region", then to "Regional Standards", then go to the "Advanced" tab and click "Change system language".
