Mod pirate patrols? (Far Cry 3)

Good evening. nowhere is fashion NP regular pirate patrols? after all, when even half of the posts are captured,then the territory boring to run, maybe there where a mod that just spawned pirates even in the occupied territories? thank you! (I've searched but not found)
