Problems with inviting friends (Tom Clancy's The Division 2)

why can't you join friends, it says before you start matchmaking complete the training and cannot join , don't know what to do? possible bug? I have the complete edition + DLC and the mission we performed.
Kind of think that this is a bug?
any problem with servers?
somebody knows to solve the problem?
