How to add skills? (Dead Island: Riptide)

Good day! I want to add Sam b skills from other characters, the game version 1.1.2.
Tolerate I need skills in file samb_skills.xml, save it in the archive Data0.pak, the game runs, everything works fine, but the skill is there, just family.

Anyone knows how to solve this problem?
