How to spawn armored vehicle (Watch_Dogs)

Recently played in a multiplayer network decoding and there are two or one person who somehow drove the car out of ciprocity madness. So how can I spawn outside ciprocate just in the free world or the network card? May be it is a hard cheater who knows how to do it.

In General, who knows how to call an armored vehicle with cheats or without email. It's nice spider tank call :)
