To train your dog - really? (The Escapists 2)

Once coming into the game, saw tip: the Dogs will find contraband in your pockets... as long as you don't tame them!
I went to their booths, there are always containers with action dog food, bowl for food, the mats on which put the bowl, the booth with the option hide(works). Take a bowl\I can't. Tried with gloves on, clamped E, spacebar does not work. So I decided to write here.
I think there's only 2 options:
This possibility is simply not fulfilled to the end and will add in later update (but then why a Council?);
Method take a bowl\food\to tame a dog is too complicated for me :
