Mouse control (Grand Theft Auto 4)

Good day,
Help!, in the game GTA4 version 0100. the problem with the mouse control, i.e. non-functioning wheel.
Without this function, it is impossible scrolling (radio, weapons, and Internet)
If you have any information on my problem, please be kind, thanks in advance!
