Can't upgrade graphics 2d v3 (Game Dev Tycoon)

It's been 12 years since the establishment of the company , and the graphics are 2d v2 6 level , but 2d graphics v3 explore can't , maybe because of mods ?(Here's a list of mods : Finance Servies , No Typewriter , The Story Mod , Sword Art Online , Modern Crystal Pack , Life in the game , the Expansion Pack Mod , Crystal Formzed , Camelot Expansion Pack , All Pack Mod , the New platform !)

Maybe some mod conflict with other mod. So graphics kachatsya do not want.
