Unavailable bronejilety (Grand Theft Auto 5)

I decided to go in GTA Online, not played it for about 2 years.
At that time did not pay attention but now I noticed I'm level 130 and M - menu I is available only ultra-light body armor all the rest of the zeros, although in ammunacii bought everything. Maybe someone knows the reason why I can not use them!?
I never cheat and have not installed any mods.

You can have a maximum of 10 armor, for example: 5 ultra-light and 5 heavy. So you need to spend all ultralight and buy only heavy.
