Editor (Warlock 2: The Exiled)

In-game editor thing is certainly interesting, but somewhat unclear. Not everything is obvious. To many had to walk for a few days of experiments. But there is one fundamentally important question which I can not understand. Can someone tell me why my building can only be built in the capital and my other cities can't? A lot of buildings that I created in one city does not fit - too much time on development required - the faster the game will end, it will all be built. As in other cities, these buildings are not built why is there just a standard stand.

If you create a race based on an existing, automatically creates a new city for this race:
