Quest \"Luck\" - can't find anything (Fallout 76)

Have 3 such quest hangs, I can not understand what to do. Come to the lighthouse, the point in the middle of an empty meta. No objects, nothing.
What to do for finishing the quests?

On arrival to the location you need to carefully inspect the area and find a mound of earth. Activate it by clicking the E and the quarry flows into your inventory in the form of resources - lead, black titanium, steel and so on.
