Create a new Windows user without administrator rights, go under it and try to run the game. All the user names in Windows is better to do latinnitsa, not Вася228супермен.

Perhaps the folder C:\Users\username\AppData\Roaming\The Creative Assembly\Rome2 delete? Sometimes it helps
